feat(dashboard): RH modals powered by TABLEAU 2025 data

Infraestructura requested to merge diego-dev into main

Backend: consolidado now reads from Reclutamiento (1594 rows), Rotacion (700 rows), and DemandaLaboralTableau (409 rows) instead of empty rh_employees. Returns 6 new detail/trend arrays plus 7 new scalar KPIs. Legacy arrays kept as empty for compat.

Frontend: 3 rich modals replacing the empty headcount/nomina modals:

  • ModalRhRotacionDetalle: trend chart, top empresas bar, % del total
  • ModalRhReclutamientoDetalle: pie by etapa, bar by empresa, cobertura
  • ModalRhDemandasDetalle: pie by etapa procesal, triple filter, table

RH consolidated card now shows 3 sub-panels (Rotación, Reclutamiento, Demandas Lab) with Detalle buttons, matching Panel Financiero style.
